The Government of Kosovo approved the legislative program for 2017 in the last meeting of 2016 held on the 30 of December 2016. The legislative program is usually approved as part of the government annual working plan but both documents are separately published in the web site of the Office of the Prime Minister. However, the annual working plan is not yet public. The legislative program can be changed along the year by either removing or adding certain draft laws from and to the legislative program.

The government legislative program for 2017 has 79 draft laws where 45 are draft laws to be transformed into laws after they are approved by the Assembly and 34 draft laws for the supplement of existing laws. Out of 19 ministries, 15 of them and the Office of the Prime Minister have planned to draft the 79 draft laws while four ministries have not planned drafting any laws so far, such as: the Ministry of European Integration (MEI), Ministry for Foreign Affairs (MFA), Ministry for Communities and Return (MCR) and the Ministry for Culture, Youth and Sports (MCYS).

Table 1: Ministries which have planned draft laws and their numbers

As can be noticed from the table above, the Ministry of Finance has planned the biggest number of draft laws (14) but it is worth adding that a number of them are for the ratification of certain international agreements between the Government of Kosovo and another country or organization.

Comparing to 2016 but also to other previous years where more draft laws have been planned to supplement the existing laws rather than new laws, the government legislative program for 2017 foresees more new laws than supplements of the existing laws.
